Remember the word أحقاب - long, multiple ages with no end. These people did not
think they would be taken to account which led them to all sorts of wicked deeds again and again. If a criminal knows he will not be caught, he will only continue to commit more crimes and even more blatantly. These people, thinking they would never be caught, committed one crime after another and hence, they earnt all these horrible punishments. This is why Allah said they will spend multiple ages with no end inside Hell. It is as a response for each crime they committed. For each crime, you get a ( حقب an age). For all these crimes, you get all these long ages.
