There is a lot of ( تحقير belittling and demeaning) in this verse. This verse is better put
as - from what worthless thing did He create him? The high ranking official that turned away considered himself free of need to follow God. He had everything in life. This is pride. Allah is calling to account the humble origin of man. This human being was created from a disdained liquid. That little sperm drop needed a lot of maintenance and protection to impregnate the eggs inside the woman. He is not free of need. He needed constant protection and care to even bring him into existence. Yet how quickly he forgets it.
For the haughty and prideful, this also reminds him of his humble roots. You were a worthless little drop of a disdained liquid. How dare you show pride and haughtiness!
